Operators: Codifying operational knowledge

Late in 2016 CoreOS introduced Operators. Operators a means of packaging, deploying and managing a Kubernetes application. They codify the operational knowledge inherent in the application domain and automate it.

CoreOS introduced Operators on Kubernetes and it’s a natural fit. Can this idea be applied to systems that are not running in Kubernetes?
